I have added rules acceptance check box to a contact form and now the button is disabled before the box is checked. I would like it to be enabled at all times so that when user tries to submit without checking the button he/she can see that rules need to be accepted instead of button just not working at all.

How did you add acceptance rules? Have you used some 3rd party plugin for that?
If you use 3rd party plugin for that, we are not in position to help, since we have not tested any plugin for that.
