i'm trying to translate de "All" portfolio filter in portfolio shortcode. I'm using the plugin "Loco translate".
I see this string is in the plugin "eltd-core", I set up a translation file for this, translate de string (as usual because I use "Loco" a lot), but the translated string does not appear on frontend, it keeps as "All".

there is no reason why this wouldn't be translated.
Check your caching and try disabling other plugins and test it out.
And the second one here in the ticket system.
I tried disabling all the plugins, included the ones with the theme, but the string "All" keeps untranslated, I don't think it's a third plugin problem.
Now you say to modify it directly in the template, but:

I've realized there is a way to edit it, and it's translate-ready, but for some reason it's not showing up for you.
