Can you please send us wp admin access with credentials as private response so we can check it closer. Also please let us know in which page that image is not applied. Have you actually added title image in the back-end of the page in Elated Title section
Also another suggestion is to disable all third party plugins and try again.

We have just inspected your page and the issue is not present, we achieved to change title's background image, we have just in the back-end of the page named Buttons in the back-end of that page, in the title section set an image as Background Image as in the screenshot
So to change page's title image just go to back-end of that page, scroll down to Elated Title Section and set desired image as Background image as we did for Buttons page.

The issue was that in Setting > Reading there was set page Magazin as Posts Page
