I tried to place two different menus, one on the top bar (beside the search icon) and one on the header. I tried all different combinations and it only shows the one in the header when check "top navigation" on the menu settings... I also tried through widget but didn't work either.

Hello there,
This menu
is actually the menu assigned for top navigation
and to add menu to top bar
you need to go to Appearance > Widgets and there add Custom Menu widget inside Header Header Top Right widget area
and there choose which menu you want to appear
