you need to change Parallax image of the row, just go to back-end of that page, open row's settings
and there set desired parallax image of that row.
If that's not the case please tell us which page is not applying this setting of the title background image please note that it can be set for individual pages in the back-end of that page by scrolling down to Elated Title section and there is Background Image setting:
