This issue is coming on Internet explorer. I am using advanced COD, and have disabled COD for some states. But if the customer chooses COD option first before entering his delivery address, then the COD option is not getting hidden and the user is able to submit the order with COD
Unfortunately, we have not tested advanced COD plugin for achieving such functionality so we can not guarantee that it will work fine with our theme. You can try to achieve such functionality with some other plugin of that type, but we can not recommend you usage of any of them.

For example in India, if i select Uttar Pradesh, the COD should get disabled.
