If you have changed it in Elated Options > Title and it is not applying for certain pages that means that in these pages this setting is overridden. Than please go to back-end of that page, scroll down to Elated Title section and there set desired Title Background image as suggested with this screenshot https://www.screencast.com/t/mqwbqF0clgid . Also, if you still have issues with this please send us link to the page that i snot applying this change since sometimes a background image is added to the row and it seems that it is title background image and actually it is row's background image.

What do you mean by "backend of that page"? When I take the curser over "pages" my drop down menu looks different from your screenshot. I only have the options to click on "all pages" or "add new"
You need to go to Pages > All Pages and there in the list of the pages find desired one and click Edit under it's name https://www.screencast.com/t/6Pmj2UOHf and while there do as instructed in our previous answer.

The image you are trying to change is not tile background image, but it is Parallax Image added to first row in that particular page, so just go to back-end of that page ( Home ) and open setting of the first row in the Visual Composer and there set desired image to be your parallax image, please check screenshot, it will be more clear https://www.screencast.com/t/i0lGYeV8AcF .
Please just follow instructions from above and you will change desired image.
For the missing option for the title background image we referred in previous answer, it is missing because title are in this page is disabled https://www.screencast.com/t/ZpnzCDNnq .

When I change the title picture to a different one, it saves it, but doesnt change it on the website.
