Listing can be assigned to be Featured only manually, since we have created Featured Listings as another way of differentiation Listing that are is some sense special, that is not always related to most expensive Listing Package. So for your case, you can create special Listing Package that will be required for Featured Listing and than each listing that is assigned to that Package manually set as Featured. So, unfortunately, there is no automatic conversion, since we our developers had not in mind that Featured Listings are always related to Listing package.

How a Listing can be automaticly FEATURED
Now, when an user send a new Listing (Paid the most expensive) the "featured" option is not activated automatic
I need go to review Listings and check the Featured mark, and I need to avoid that constantly work
