okay thanks my problem solved. but I have another issue. Sometimes (%15) my website show blank page "no errors in error_log" or "no errors on php because debug is on". its openinig after refresh the page. no additional plugins installed.

Can you please make sure you have created Shipping zone in WooCommerce > Settings > Shipping > Shipping Zones https://www.screencast.com/t/HmklUpa8QNTb and than also make sure that for Shipping Destination is not set last select option in WooCommerce > Settings > Shipping > Sipping Options https://www.screencast.com/t/Pcw6m0ZamMk1 . Once that is selected you will get desired option in your Checkout page https://www.screencast.com/t/LYImAlZm6QyV .
