This have happened because filter feature is filtering only visible items and if you use load more with filter, then you will get this misbehavior, because by default if there is for example 10 visible items and when clicked on some category inside the filter only items from that set of items (in this case 10) will be displayed. So, first you need to click on load more then to filter again your items and you will get other items from that category.
Unfortunately there is no any fix for that to filter load all items from that category, because script which we are using for the filter is working in that way :(
So, only solutions are:
a) to set all items to be visible without Load More functionality, to do that just edit your portfolio list shortcode and find Number option and type -1 instead of 8 and save
b) to disable filter option
c) to increase number of portfolio items on your page so you can have more items for each category
d) to create multiple portfolio pages with different categories and then to display on that pages all items with filter functionality. To do that navigate to WordPress back end > Portfolio > Categories and create for example two main categories. Then, inside first main category add "category 1", "category 2" and "category 3" categories and include your portfolio items to these categories. Then inside second main category add > "category 4" and "category 5" categories and include portfolio items to these categories. After that go to your pages add first portfolio page add shortcode for portfolio and inside category field for portfolio list shortcode set first main category slug and save, then create new portfolio page add shortcode for portfolio list and inside category field for portfolio list shortcode set second main category slug and save. And you will get separate portfolio list with separate categories.

The problem is the filter and the 'load more' button in the portfolio
In the category there are only 2 works.
When unloading, only one job is displayed. To display everything, you need to click on the button
