Plugin that is causing the issue is WooCommerce Stripe Gateway.
You can check in here, that if you want to use this plugin, your site needs to be https: https://stripe.com/docs/stripe-js/elements/quickstart#http-requirements
Either you set your site to be https or just deactivate this plugin and quantity button will work.
Also, this plugin is affecting your tabs to be dynamical (lateral menu that you're talking about).
