This happens just on some screens.

For example on a 13" screen, using Chrome. Or on the laptop I'm using now (sorry, I don't have more specifics because I use it only at work).
As you can see, the send button (and the acceptance) is hidden and you can't scroll down more.
I think you can reproduce this issue by zooming in a little bit on your screen.
