It seems that we can only set the header widget on the page options. Is it possible to set a default header widget globally so that I don't need to set the shop header widget on each page for each language ?

You can navigate to Appearance>Widgets and set Widgets you want inside Header Widget Area One so it will display by default on all of your pages:
