I want to set each portfolio to have 14 images on the first page then have a link at the bottom that says "See More" then all the rest of the images are on the next page.
If that is not possible is there a way to have pagination that has 14 images per page. I thought I set that up in the options but it is not working. There is no pagination on the page at all.
There is no option to set pagination for individual portfolio items the way you are describing.
You can make a portfolio list using the Portfolio List element. There you can set your preferred number of portfolio items per page and the type of pagination you want:
