In order for smooth scroll to work with anchor links, here is how you should configure it.
First of all, you should add an ID to Row in WPBakery. Make sure that Row ID in General tab is empty:
While in Elated Settings tab, you add an id to Elated Anchor ID field:
Then, you'd need to configure menu. When you are adding anchor links to menu, you should add it as a Page on which the element with ID is located, and than put the anchor ID in Anchor field:
If you've configured everything this way, and smooth scroll effect is enabled this should work.
If you need any further help with this, you could provide us your wp-admin credentials in private reply, so we can take a closer look.

Is it possible to use a smooth scroll effect for anchors links ?
