For each slide in your Elated Slider, you can enable Scroll To Section link http://screencast.com/t/sKBDC3Ec6

It should work with smooth scroll , make sure you have Smooth Scroll enabled in Elated Options -> General http://screencast.com/t/Tvoxx0X6grek

In Elated Slider slide I have set:
On my home page, where the slider is located I have VC row with ID set to
Which looks like this in code
Smooth Scroll is set to \"Yes\" in Elated Options.
When I click on scroll button displayed on the slider, my screen immediately jumps to #content and the ID is being displayed in the address bar.
Scroll to top button works fine - scrolling to top is animated and I don\'t see any IDs in address bar.

That is where you should set it, not in RowID field!
