This is the issue with the Owl carousel plugin itself. However, the carousel itself isn't meant to be be used with only one image, because for that purposes you can use the single image shortcode, so this should be such a big issue at all.

I noticed a bug with the Owl carousel. The carousel throws this bug when there is only a single slide in the carousel. Please see the error:
Uncaught TypeError: Cannot read property 'clone' of undefined.
